Finance Division
The primary responsibility of the Finance Division of the National Housing Development Authority is to implement an efficient and effective financial management system within the organization. Accordingly, this division is responsible for preparing the annual budget and final accounts, coordinating with the Ministry, and carrying out activities related to loan recoveries and payments (both capital and recurrent) at the Head Office and all District Offices under its purview, along with related financial operations.
With regard to procurement and stores management, the division is responsible for supervising all procurement processes and related activities, and for ensuring the continuous supply of office equipment, stationery, and other necessary materials required by the NHDA. In addition, the Finance Division performs the following functions.
Functions of the Finance Division (English Translation)
Preparation of annual accounts in accordance with Financial Regulations and other relevant instructions and submission to the Auditor General.
Obtaining Treasury funds, distributing them to district offices, properly accounting for such funds, and reporting accordingly.
Submission of income, expenditure, and advance accounts in a timely manner.
Maintaining and monitoring official bank accounts.
Proper recording and certification of financial transactions.
Submission of required reports monthly, quarterly, and periodically as prescribed by relevant authorities.
Ensuring procurement processes are carried out promptly in accordance with Financial Regulations, Procurement Guidelines, and other relevant instructions.
Establishing and maintaining proper procedures and systems for stores management, inventory control, and other asset management.
Ensuring proper accounting of foreign aid receipts and disbursements in accordance with agreements and relevant instructions.
Reconciling relevant accounts monthly and periodically with corresponding accounts of district offices and the head office.
Coordinating with the Ministry, Treasury, and other institutions regarding audit queries, and COPE and COPA reports.
